Through the asbestos era, members of the United Association of Plumbers, Pipefitters, Steamfitters and Service Mechanics (UA) were dispatched to virtually every category of pressurized and thermal piping installation in the United States. The categories below represent the broad workplace types where UA members allegedly cut, welded, tied in, and repaired piping systems insulated with asbestos pipe covering, gasketed with asbestos flange gaskets, and packed with asbestos valve stems. Fossil-fuel powerhouses

Coal-fired, oil-fired, and gas-fired utility and industrial powerhouses were the largest single category of steamfitter work in 20th-century America. UA members allegedly fabricated and installed:

  • Main steam and hot reheat piping — high-pressure, high-temperature carbon-steel and chrome-moly piping wrapped in asbestos pipe covering from the boiler outlet to the turbine throttle valve
  • Feedwater piping — from the deaerator through the feedwater heaters to the boiler economizer, insulated with asbestos block and pipe covering
  • Extraction and heater-drain piping — asbestos-covered piping between turbine extractions and feedwater heaters
  • Boiler externals — soot-blower steam supply, drum-level piping, and burner atomizing-steam headers
  • Auxiliary steam and condensate — asbestos-covered auxiliary steam, gland-seal steam, and condensate return piping throughout the plant

Turbine hall, boiler house, and basement piping work allegedly involved daily contact with asbestos pipe covering across an entire career at any large fossil station.

Nuclear power plants

The commercial nuclear fleet — General Electric BWRs and Westinghouse, Babcock & Wilcox, and Combustion Engineering PWRs — was built during the peak asbestos era. UA members allegedly installed and later maintained:

  • Main steam, feedwater, and condensate piping — insulated with asbestos block and pipe covering in the turbine building
  • Reactor auxiliary systems — chemical and volume control, residual heat removal, and safety-injection piping with asbestos flange gaskets and asbestos-packed valves
  • Containment piping penetrations — asbestos-fabric expansion joints and asbestos-packed containment isolation valves
  • BOP (balance-of-plant) piping — condensate, service water, and closed cooling systems

Outage work — refuel outages every 12-24 months — allegedly produced the highest lifetime asbestos exposures for UA members on nuclear projects, through repeated flange break/re-make and valve repacking cycles.

Refineries and petrochemical plants

Petroleum refineries along the Gulf Coast, Mississippi River corridor, Great Lakes belt, and West Coast — and the petrochemical complexes co-located with them — ran on process piping that UA fitters installed and maintained. UA members allegedly worked on:

  • Crude, vacuum, reformer, hydrotreater, and hydrocracker unit piping — with asbestos flange gaskets and asbestos-packed valves in every process service
  • FCC (fluid catalytic cracker) piping — regenerator and reactor slide valves with asbestos packing, and asbestos-fabric expansion joints on regenerator flue gas ductwork
  • Delayed coker unit piping — high-temperature vacuum resid piping insulated with asbestos block
  • Sulfur recovery unit piping — Claus SRU process piping
  • Refinery turnaround (TAR) crews — the specialized traveling crews who came in during scheduled refinery shutdowns to break every flange, replace every gasket, and repack every valve on a unit; allegedly the single highest concentration of asbestos-gasket and valve-packing exposure of any activity in the trade

Chemical plants

Bulk-chemical, specialty-chemical, and agricultural-chemical plants — chlor-alkali, ammonia, urea, phosphate, sulfuric acid, ethylene oxide, polyethylene, polypropylene, PVC, and polyester intermediates — ran on process piping installed and maintained by UA fitters. Every reactor, column, exchanger, and pump loop was allegedly tied in with asbestos gaskets and packed with asbestos valve packing across the asbestos era.

Integrated steel mills

The integrated steel mills of the Midwest and Northeast — Pittsburgh, Cleveland, Detroit, Chicago/Calumet, Buffalo, Youngstown, Gary, Birmingham — required UA members for:

  • Powerhouse and boiler-house piping on the mill’s captive utility plant
  • BOF and open-hearth cooling water piping — mill service water and evaporative cooling loops
  • Oxygen, natural gas, and blast furnace gas fuel piping to combustion equipment
  • Coke oven byproduct piping — light oil, tar, and ammonia liquor process piping in the byproduct recovery plant
  • Rolling mill hydraulics and cooling water — piping with asbestos gaskets in high-pressure hydraulic service

Pulp and paper mills

Kraft pulp mills — concentrated in the Pacific Northwest, the South, Maine, Wisconsin, and Michigan — required UA members for:

  • Recovery boiler steam and feedwater piping — high-pressure asbestos-insulated steam service
  • Digester, evaporator, and bleach plant process piping — black liquor, white liquor, green liquor, and bleach chemistry piping with asbestos gaskets
  • Paper machine steam and condensate piping — dryer-can steam supply and condensate collection, all insulated with asbestos pipe covering

Cement plants

Portland cement plants — concentrated in the limestone belts of Pennsylvania, Michigan, Missouri, Iowa, Kansas, Texas, and California — required UA members for kiln burner piping (natural gas, fuel oil, and pulverized coal transport), compressed-air piping, and clinker cooler and preheater cooling water piping, all allegedly gasketed and packed with asbestos.

Food processing and breweries

Dairies, meatpacking plants, canneries, sugar refineries, and breweries — including the large brewhouse steam plants of Milwaukee, St. Louis, Golden, and the Midwest — ran on captive steam plants and process piping serviced by UA members. Brewhouse mash-tun and kettle steam coils, pasteurizer steam and cooling water, and sanitary process piping were allegedly gasketed with asbestos through the era.

Hospitals and universities — institutional powerhouses and steam plants

Every major hospital campus and every large university campus operated a central steam plant with underground distribution tunnels feeding hospital wards, dining halls, laboratories, and dormitories. UA members allegedly installed and maintained:

  • Central boiler plant piping — main steam, feedwater, and condensate return
  • Underground steam-tunnel distribution — asbestos-covered mains running for miles across a campus
  • Building-mechanical-room piping — reducing stations, condensate collection, and heating hot-water piping
  • Hospital sterilizer and autoclave steam supply — asbestos-covered high-pressure steam service to central sterile supply
  • Laboratory building process piping — vacuum, compressed air, natural gas, and specialty gas piping

UA members — through the pipefitters, plumbers, and welders of the private and public naval shipyards, and through shipboard operating and repair complements — allegedly installed and maintained the entire asbestos-lagged piping system on Navy combatants, submarines, auxiliaries, and Coast Guard cutters:

  • Main steam and superheated steam to the propulsion turbines and turbogenerators
  • Auxiliary steam, condensate, and feedwater throughout the engineering plant
  • High-pressure firemain, chilled water, potable water, and CHT systems
  • Compressed air, hydraulics, JP-5, and cryogenic service piping
  • Refrigeration and A/C refrigerant piping and chilled water

The shipboard environment — confined machinery spaces, poor ventilation, and continuous rip-out-and-replace maintenance — allegedly produced the most concentrated per-hour asbestos exposures of any UA workplace.

Commercial highrise HVAC

The commercial office highrises of every major American CBD — Manhattan, Chicago Loop, downtown LA, downtown Houston, downtown Atlanta — were built and maintained by UA HVAC fitters. Central chiller plant piping, cooling tower condenser water, chilled water risers, and building steam risers were allegedly all asbestos-insulated through the era.

Industrial process construction

The general industrial construction market — automotive plants, aircraft factories, glass container plants, tire and rubber plants, textile mills, plastic molding plants, and every category of process manufacturing — required UA members for compressed air, natural gas, steam, cooling water, process water, and hydraulic piping, all allegedly gasketed and valve-packed with asbestos through the era.

Boiler-relining contract crews

Specialized boiler-service contract crews — traveling from plant to plant on outage rotations — allegedly conducted the highest-concentration asbestos exposures of the trade, as they tore out and reinstalled boiler externals, waterwall header connections, superheater header piping, and steam-drum penetrations, breaking asbestos gaskets and repacking asbestos valves on every outage.

Refinery turnaround (TAR) crews

The refinery turnaround crew is the specialty variant of the pipe trade that travels between refineries and petrochemical plants during scheduled unit shutdowns. Every flange on a unit is broken and re-made. Every gasket is replaced. Every valve is inspected and repacked. Across a 20-30 year career, a TAR fitter allegedly disturbed more asbestos gaskets and asbestos valve packing than any other UA classification.
